Water Meter Leak Indicator Not Moving

I turned off the water from the main valve to the house and the meter stops turning. The indicator on the meter was not moving. If it is not moving you must have a leak beyond the internal stopcock therfore turn the stopcock on again and check the meter to see if anything is registering.
