If you have a steeply pitched roof the water may be traveling so fast it splashed over the gutter.
Another reason for water pouring over the top can have to do with.

I recommend gutter covers if you have a steep pitched roof and you get a water flow gutter covers.
Damaged or discolored siding rotted fascia boards on.
If during a rainfall you can hear the water slapping the ground pouring over the sides of the gutter there may be a blockage or the gutter itself may not be aligned evenly.
